The St. Thecla Parish Council is a church organization that exists and acts like the Church. The church roles of the lay apostolate, religious life, diaconate, priesthood and the pastorate act distinctly and together to form a group which is an example of unity for the Parish and an example of closer communication with God. This high calling is achieved by making decisions by consensus.
The Council will share in decisions affecting the Parish with the Pastor and the pastoral staff insofar as these decisions concern the purpose and the future direction of the Parish. The Pastor has certain responsibilities to the Parish that the Council does not have and, therefore, will make some decisions as pastor of the Parish independently of the Council. Likewise, even though the Pastor has a voice as a member of the Council, any matter on which the Council reaches consensus must be presented to the Pastor for acceptance or non-acceptance by reason of his expanded Parish role.
The Council is formed to discern and reflect on the purpose and direction of the Parish and must not assume unto itself those functions that rightly remain within the authority of specific Parish organizations or groups as defined by their charters or constitutions.
